Sunday, 11 June 2017 – The National Assembly will on Tuesday officially pay tribute to the former Member of the Assembly, anti-apartheid struggle stalwart and lifelong activist for social justice, Mr Ahmed Kathrada, who passed away in March.

Scheduled to follow the tributes is a debate on speeding up land reform by using the limitation clause in the Constitution to bypass the “willing seller, willing buyer” policy. Also scheduled is a debate on Africa Day, Members’ Statements, Motions Without Notice and Notices of Motion.

The National Council of Provinces is scheduled to continue its programme of policy debates on budget votes. Tuesday’s plenary sitting of the House is scheduled to hold policy debates on Cooperative Governance and Traditional Affairs (Vote 4), Rural Development and Land Reform (Vote 39) and Agriculture, Forestry and Fisheries (Vote 24). Wednesday’s plenary sitting is scheduled to hold policy debates on Health (Vote 16) and Public Enterprises (Vote 9).

Deputy President Cyril Ramaphosa is scheduled to provide oral answers to Members’ questions during the National Assembly plenary sitting on Wednesday. Thursday’s sitting is scheduled to debate Youth Day. The Protected Disclosures Amendment Bill and Financial Sector Regulation Bill are also provisionally scheduled for consideration.

Items for committee sittings scheduled this week include:

  • Fourth quarter reports of state entities for 2016/2017 financial year
  • Parliament’s 2018/2019 budget and performance plan (Joint Standing Committee on the Financial Management of Parliament, Wednesday)
  • Conflict of interest in SAPS (Standing Committee on Public Accounts, Tuesday)
  • Debt and debt relief (Portfolio Committee on Trade and Industry, Tuesday & Wednesday)
  • Consolidated 2016 National Senior Certificate exam results, possible merging of exams, remodeling Annual National Assessment, progress on eradicating National Certificate Vocational Diploma backlog (Portfolio Committee on Basic Education, Tuesday, & Portfolio Committee on Higher Education and Training, Wednesday)
  • Social grants and social security (Portfolio Committee on Social Development, Tuesday)
  • Electricity tariffs (Select Committee on Trade and International Relations, Tuesday)
  • Bills and laws (Tuesday: Portfolio Committee on Cooperative Governance and Traditional Affairs, Portfolio Committee on Transport, Select Committee on Land and Mineral Resources, Select and Standing Committees on Appropriations and on Finance workshop; Wednesday: Standing Committee on Finance, Select Committee on Security and Justice)
