Parliament, Sunday, 03 June 2018 – Policy debates on Budget Votes and consideration of a Committee report are topping the agenda of the National Council of Provinces (NCOP) plenary sittings this week - with 32 Committee meetings scheduled to sit. The National Assembly (NA) held its last plenary for the term last week, only its Committees will meet for the rest of the term.
The three NCOP plenaries scheduled for this week will continue with policy debates on Budget Votes for the following departments: Transport (Vote 35), Arts and Culture (Vote 37), and Sports and Recreation (Vote 40) on Tuesday; Agriculture, Forestry and Fisheries (Vote 24) and Rural Development and Land Reform (Vote 39) on Wednesday; and Mineral Resources (Vote 29) and Human Settlements (Vote 38). In addition to Budget Votes, Tuesday’s plenary is also scheduled to consider a Report of the Select Committee on Co-operative Governance and Traditional Affairs on the Notice of Intervention issued in terms of section 139(1)(b) of the Constitution, 1996 to Inkosi Langalibalele and Mpofana Local Municipalities.
The NA’s Standing Committee on Public Accounts (Scopa) will meet on Tuesday to hold hearings on the National Treasury Integrated Financial Management System (IFMS). The NCOP’s Select Committee on Finance is scheduled to meet the Provincial Treasury of the Western Cape on Tuesday on their preliminary budget outcomes for to 2017/18.
Other Committee meetings scheduled for this week include, amongst others, the following:
On Tuesday, the Select Committee on Cooperative Governance and Traditional Affairs will meet to consider the Negotiating Mandates on the Traditional Leadership and Governance Framework Amendment Bill and the Public Service Commission Amendment Bill. The Standing Committee on Finance on the other hand will hear National Treasury’s response on Financial Sector Transformation Report and Public Investment Corporation Bills.
On Wednesday, the Portfolio Committee on Mineral Resources will be briefed by the Department of Mineral Resources on the amended Mining Charter and the exact targets that mining companies are expected to meet in 2017/18. The Select Committee on Appropriations will hold hearings on the Human Settlements Grant performance for the 4th quarter of the 2017/18 financial year.
On Thursday, the Standing Committee on Finance will meet to consider the South African Airways quarterly report plus the response of National Treasury to the Carbon Tax Bill hearings. The Ad Hoc Committee on the Funding of Political Parties will be briefed by National Treasury and the Independent Electoral Commission on the Political Party Funding Bill.
