Parliament, Sunday 21 October 2018 - Newly-appointed Minister of Finance, Mr Tito Mboweni, will on Wednesday deliver his maiden Medium Term Budget Policy Statement (MTBPS) in the National Assembly.

The MTBPS highlights key government priorities, the size of the spending envelope for the next MTEF period, the proposed division of revenue and major provincial and local government allocations. Also to be tabled are the Adjustment Appropriation Bill, Texation Laws Amendment Bill and the Rates & Monetary Amounts Amendment Bill.

Both the National Assembly (NA) and the National Council of Provinces (NCOP) will hold important debates on Tuesday and Thursday. The National Assembly will debate the “the VBS Mutual Bank Report titled: The Great Bank Heist”, scheduled under the name of Ms Thandi Tobias.

In the NCOP, the House will hold debates on the International Day of Rural Women under the theme: The time is now: Improving food security and eradicating rural poverty and on the high unemployment rate in South Africa, and the way to turn the tide by growing the economy and creating jobs.

The are also a number of committee meetings scheduled to take place this week, with some holding public hearings.

On Tuesday the Portfolio Committee on Energy, will resume two days of public hearings on the draft Intergrated Resource Plan 2018 while the Portfolio Committee on Trade and Industry will hold public hearings on the National Gambling Amendment Bill on Friday. The Constitutional Review Committee will hear oral presentations from various submitters on the possible review and amendment to Section 25 of the Constitution, also on Friday.

Following the release of crime statistics by Minister of Police in September, the Portfolio Committee on Police, will host Stats SA, Academic, Civil Society, CSPS and SAPS for the analysis of the 2017/18 Crime Statistics on Wednesday.

Portfolio Committee on Basic Education, will receive a briefing by the Department of Basic Education on Initial Teacher Education Programmes; Teacher Development

Portfolio Committee on Communications, Briefing by the Independent Communications Authority of South Africa (ICASA) on the Sports Broadcasting Regulations.

Portfolio Committee on Home Affairs, Briefing will include presentation on the Electoral Amendment Bill [B24-2018]. The Committee will also be briefed by the Electoral Commission of South Africa (IEC) on the Electoral Laws Amendment Bill [B33-2018] Consideration and deliberation on the Immigration Amendment Bill, 2018; Consideration and adoption of the Budgetary Review and Recommendations Report on the Performance of the Department of Home Affairs and entities.

Standing Committee on the Auditor-General, The Auditor-General will brief the Committee on the Regulations in terms of the Public Audit Amendment Bill, 2018.

On Wednesday, 24 OCTOBER 2018

Portfolio Committee on Water and Sanitation, will be briefed by the Department of Water and Sanitation on the following: Progress report on Bucket Eradication; Acid Mine Drainage; Blue Drop and Green Drop Report.

Portfolio Committee on Rural Development and Land Reform, will hold deliberations on the Electronic Deeds Registration Systems Bill [B35-2017];

Select Committee on Communications and Public Enterprises, Finalisation of the Films and Publication Amendment Bill [B37B-2015]
