Parliament, Sunday, 20 May 2018 – This week the parliamentary budget vote programme culminates with Budget Votes 1 and 2 of the Presidency and Parliament respectively. Parliament's budget vote will take place in both the National Assembly and the National Council of Provinces simultaneously. Also coming this week are the debates on Africa Day, also simultaneously taking place in both Houses, and the Appropriation Bill. There are 25 Committee meetings that are scheduled to sit.

In the National Assembly, on Tuesday Speaker Ms Baleka Mbete will present Parliament’s budget allocation (Vote 2) in the NA Chamber. The debate, scheduled the afternoon, will be preceded by 3 mini-plenaries which will debate departmental budget allocations for Water and Sanitation, Sports and Recreation, and National Treasury.

On Wednesday, President Cyril Ramaphosa will present the budget allocation for the Presidency (Vote 1). The debate on the Presidency’s budget allocation will follow on Thursday. There will also be a debate on Africa Day titled, “The legacy of Nelson Mandela in building a better Africa and a better world.”

Friday is dedicated to processing the Appropriations Bill

In the National Council of Provinces (NCOP), Chairperson Ms Thandi Modise will on Tuesday also present the Parliament budget allocation to a sitting of the House. Policy debates on Budget Votes for the departments of Economic Development and Small Business Development are also scheduled on the same day.

On Wednesday, the scheduled sitting of the NCOP will consider various reports, which include Parliament’s 2017/18 mid-year performance and 2016/17 annual report.

On Thursday, the House will also host a Debate on Africa Day titled, “Advancing the legacy of Nelson Mandela in building a better Africa and a just world.”

The Standing Committee on Public Accounts will meet on Tuesday to review the 2016/17 annual report of the South African Social Security Agency - amid allegations of irregular, fruitless and wasteful expenditure, deviations and expansions. The NCOP’s Select Committee on Petitions and Executive Undertakings is scheduled to consider and adopt the Hlabana Petition which deals with allegations of failure by the Mantsopa Municipality (in the Free State) to provide basic services to its residents.

On Tuesday, the Portfolio Committee on Justice and Correctional Services will deliberate on the Cybercrimes and Cybersecurity Bill with the Portfolio Committee on Economic Development scheduled to receive a briefing from the Industrial Development Corporation on its work in the textile industry.

On Wednesday, the Portfolio Committee on Police is scheduled for a briefing by the South African Police Services on the Engcobo Police Station Killings plus receive an update on Technology Strategy with special reference to CCTV’s for police stations/units, bodycams for frontline officers and digital policing.

On Thursday, the Ad Hoc Committee on the Funding of Political Parties will meet to consider its draft programme.
