JOB SUMMARY

Parliament is seeking a talented professional to manage and provide support to a cluster of Parliamentary Committees which includes the management of procedural advice, content advice, secretariat support, programming and planning of Committee activities and ensuring that all products and reports of the Committees are of a high quality and standard.
You will manage and lead the committee support teams in enabling effective and efficient support to Parliamentary Committees and ensuring all additional specialist expertise, advice and support required by Committees are provided.

Your key responsibilities will be:

  • Provision of Support to Committees (Procedural Advice, Secretariat and Administrative Support and Specialist information and advice for the Committee)
  • Managing the drafting, production and quality assurance of Bills and amendments to Bills of Committees within the Cluster
  • Quality assurance of all committee products and reports.
  • Management of the effective programming and Strategic Planning of Committees within the Cluster.
  • Operational planning and reporting for the Cluster.
  • Human Resource Management.
  • Financial Management.

To qualify, you must have a minimum of:

  • Relevant Honours or Post Graduate qualification (NQF level 8) with a preference for law or public administration
  • 5 years relevant experience in a legislative or similar environment, of which 3 years must have been at a management level
  • Relevant Master’s Degree (NQF Level 9) would be advantageous with the above specified years of relevant experience.

You must also demonstrate:

  • Excellent understanding of the core mandate and functions of Parliament.
  • Excellent knowledge of the operations, procedures and work of Parliamentary Committees
  • Knowledge of Parliamentary Service policies and directives
  • Knowledge and understanding of Parliament’s management systems including the performance management
  • Knowledge and understanding of the Financial Management of Parliament and Provincial Legislatures Act
  • Knowledge and understanding of the rules of the NA and NCOP
  • In-depth understanding of the constitutional framework
  • In-depth understanding of parliamentary procedure
  • Strong public financial management skills
  • Strong planning, organising and administrative skills
  • Strong oral and written communications skills (English)
  • Strong interpersonal skills and the ability to network and build stakeholder relations
  • Strong tact and diplomacy skills
  • Excellent leadership skills and able to lead teams through change
  • Advanced computer skills
  • Ability to exercise discretion and maintain confidentiality
  • Ability to work long and often irregular hours
  • Ability to deliver under sustained pressure and tight timeframes
