Parliament, Wednesday, 11 March 2020 – The Select Committee on Transport, Public Service and Administration and Public Works and Infrastructure today received a briefing from the Road Traffic Management Corporation (RTMC) on its annual report.

The RTMC is largely self-funded, however it receives a portion of its funding from the Department of Transport. The RTMC has a mandate to establish and maintain an effective road-management system to ensure the safety and quality of life of all road users.

The committee noted that RTMC has improved it performance on achieving it targets to 96% for the last financial year, as compared to the 2017/2018 year where it achieved 91%. The committee further noted that there was underspending due to a training programme and a marketing programme being put on hold as a result of budgetary and other constraints. The committee commends the RTMC for its efforts to combat fraud and corruption and the work it does to ensure that South Africa’s roads are safe.

In this regard, the committee would like to see all traffic officers trained in the various aspects of traffic legislation and enforcement. It also requested that the RTMC ensure that traffic officers are issued with body cameras as soon as possible to ensure the safety of both law enforcers and members of the public. In terms of road traffic safety, the committee calls for more drastic punitive measure for traffic offenders and more traffic safety campaigns to lessen the number of road accidents.
