Parliament, Friday, 6 May 2022 - The Executive Authority of Parliament has endorsed the current Chief Executive Officer of the South African Local Government Association (SALGA), Mr Xolile George, for appointment as the Secretary to Parliament.

The Executive Authority will recommend to the Houses of Parliament, the National Assembly (NA) and the National Council of Provinces (NCOP), that Mr George must assume his duties as the new Accounting Officer of Parliament on 1 June 2022 subject to the Houses’ confirmation of his appointment.

The Presiding Officers said Mr George is an administrator who will bring a remarkable and deep knowledge, and extensive experience in a range of areas that include intergovernmental and international relations, development economics and political-administration interface. The appointment of Mr George will bring the required stability in the administration of Parliament as the position of the Secretary to Parliament has been vacant for almost five years.

Mr George boasts of a series of educational qualifications that include a Master of Business Administration degree and an illustrious profile of three decades of excellent performance in various top administrative positions in all three spheres of government.

Over the years Mr George’s work left a track record of institutional transformation and excellent performance that earned him scores of accolades from national and international reputable and credible organisations such as the Auditor General of South Africa (AGSA), the South African Institute of Chartered Accountants (SAICA) and both the continental and SADC winner of the Titans Leadership Award.

His experience and outstanding performance in the areas of policy, legislation and execution of turn-around strategies achieved, among others, nine consecutive years of clean audit findings for SALGA, audited organizational performance that consistently achieved above 90-100 % of targets as audited by the auditor general institutional performance standards. Mr George also served on several Boards of Directors.

He built and raised the international profile of SALGA to be a respected continental and global player in respect of local government systems. SALGA’s election to occupy the presidency of the United Cities of Africa, the Commonwealth Local Government Forum, as well as the United Cities and Regions of the World is testimony to the outstanding leadership qualities of the Secretary to Parliament designate.

The planned plenary sessions of the NA and the NCOP are expected to seal elaborate recruitment and negotiation processes to fill an apex vacancy of an arm of the state regarded as a premier institution of South Africa’s constitutional democracy. Parliament and SALGA will work out all the transitional modalities for the Secretary to Parliament designate.
