Parliament, Friday 04 May 2018 - The National Council of Provinces (NCOP) in partnership with the South African Local Government Association (SALGA) will next week, embark on a Local Government Week under the theme, "Land Use: Towards Integrated Spatial Planning."

The NCOP’s 6th annual Local Government Week programme is aimed at providing an opportunity for national reflection on issues affecting local government, in order to improve the lives of South Africans through accelerated service delivery.

Amongst others, this year’s sessions will include conversations on spatial planning and transformation, integrated human settlements and coherent land use and management, a focus on the long-term financial sustainability of the local government sphere, with particular emphasis on declining revenue bases and economic outlook, to explore revenue enhancement options and interrogating the appropriate balance in the division of revenue between the spheres. Also, a focus discussion on the practical steps and mechanisms to ensure that the recommendations of the 2018 Local Government Week are implemented.

Parliamentarians, senior members of the national and provincial SALGA leadership, the Presidency, Cabinet Ministers and MECs, the Land Bank, Stats SA, Fiscal Finance Commission, independent analysts and the relevant strategic entities have been invited.

The main topics for discussion at the three-day Local Government Week programme to be officially opened by NCOP Chairperson, Ms Thandi Modise, are:

  • Mainstreaming integrated and sustainable land use
  • Municipal infrastructure: Integrated special planning and the provision of services (human settlements, energy, water and sanitation).
  • Municipal support and intervention framework.
  • Intergovernmental Fiscal Relations Review: Fiscal allocation for the developmental local government.
