Parliament, Tuesday, 16 December 2025 – The National Council of Provinces (NCOP) will hold a virtual plenary sitting tomorrow, Wednesday, 17 December at 10:00, to consider the Division of Revenue Amendment (DORA) Bill.

The Minister of Finance, Mr Enoch Godongwana, tabled the DORA Bill as part of the 2025 Medium-Term Budget Policy Statement (MTBPS) on 12 November 2025. The Bill, a key legislative instrument that guides the equitable division of nationally raised revenue among the three spheres of government, was processed by the National Assembly before being referred to the NCOP.

The DORA Bill operationalises the financial commitments of the 2025 Budget, directing resources toward key national priorities, including basic education, healthcare, housing, water and sanitation, and road infrastructure.

The Bill is processed in accordance with Section 26 of the Constitution, which requires the NCOP to facilitate provincial participation and ensure that the interests of provinces are fully represented.

The plenary will receive mandates from provincial legislatures, debate the proposed amendments and vote on the Bill. Once concluded, the NCOP’s decision will be transmitted to the NA.

This will be the last sitting of the NCOP for the year and will ensure that priority Bills are processed timeously to support national, provincial and local planning cycles. Delegates to the NCOP will also deliver their farewell speeches as the Council adjourns for the year.

Following the plenary, the NCOP will start its leave period on 18 December 2025. The National Assembly started its constituency period on 10 December, with its leave period starting on 22 December 2025. The NA will resume on 12 January 2026.
