Parliament, Monday, 6 December 2021 – The National Council of Provinces(NCOP) will tomorrow (7 December 2021) convene a hybrid sitting to debate the Division of Revenue Amendment Bill. The House will also consider the Municipal Systems Amendment Bill and the 2019 report of the Joint Standing Committee on Ethics and Members’ Interests 2019 Register of Members’ Interests.

Meanwhile, the National Assembly (NA) will at its plenary sitting tomorrow consider, among others, the following items:

  • report of the Ad Hoc Committee to initiate and introduce legislation amending section 25 of the Constitution. This will be followed by a second reading debate on the Constitution Eighteenth Amendment Bill;
  • report of the Portfolio Committee on Higher Education, Science and Technology on the National Student Financial Aid Scheme 2019/20 financial and service delivery performance;
  • the report of the Powers and Privileges Committee on Allegations of conduct constituting contempt of Parliament by members of the NA during a mini-plenary on Budget Vote 9 of the Public Enterprises which was held on 11 July 2019;
  • the report of the Powers and Privileges Committee on allegations of conduct constituting contempt of Parliament by members of the Economic Freedom Fighters during State-of-the-Nation Address on 13 February 2020;
  • the report of the Joint Committee on Ethics and Members’ Interests on Complaint against Honourable JS Malema;
  • the report of the Joint Committee on Ethics and Members’ Interests on 2019 and 2021 Register of Members’ Interests; and
  • the report of the Joint Committee on Ethics and Members’ Interests on Complaint against Honourable Faiez Jacobs, MP
