Parliament, Thursday 12 March 2020 – The National Council of Provinces (NCOP) plenary sitting this afternoon has approved President Cyril Ramaphosa’s proposals about salary increases for judges and magistrates, effective from 1 April 2019.
President Ramaphosa, in letters dated 18 February 2020, informed National Council of Provinces Chairperson Mr Amos Masondo and National Assembly Speaker Ms Thandi Modise that he had received annual salary recommendations from the Independent Commission for the Remuneration of Public Office Bearers.
These recommendations were that salaries of magistrates be increased by 4%, effective from 1 April 2019, and that salaries of Constitutional Court judges and judges of other courts be increased by 3%, also effective from 1 April 2019.
However, the President said he did not intend to increase the salaries of Constitutional Court and other court judges. He would increase the salaries of magistrates by between 2.8% and 4.5% – having considered the serious economic challenges the country is experiencing and its currently constrained fiscus.
Approval from both Houses of Parliament – the National Council of Provinces and the National Assembly – is required for the proposed remuneration to become effective.
The NCOP’s Select Committee on Security and Justice recommended approval of the remuneration proposals in its report to today’s sitting.
A plenary sitting of the National Assembly is yet to decide on the issue.
