Parliament, Wednesday, 24 November 2021 – Today, the National Council of Provinces (NCOP) passed the 2021 Second Special Appropriation Bill at its hybrid plenary sitting. The Bill was passed by the National Assembly last week and sent to the NCOP for concurrence.

The Bill provides additional urgent funding allocations in the 2021/22 financial year to the votes of the national treasury, social development, defence, police and trade, industry and competition. It proposes additional urgent funding allocations of R 32.850 billion to address the impact of the July unrest, particularly in Gauteng and KwaZulu-Natal provinces and address the financial burdens caused by the COVID-19 pandemic.

The NCOP Plenary sitting also considered and adopted a Committee report of the Select Committee on Finance on the Revised Fiscal Framework and Revenue Proposals.

The NCOP concluded its business for the day with a debate on positioning state-owned enterprises as the primary catalyst for growth and development in South Africa
