Parliament, Wednesday, 28 October 2026 – The Chairperson of the Portfolio Committee on Transport, Mr Donald Selamolela, has noted with concern recent developments relating to the work of a South African National Roads Agency Limited (SANRAL) contractor, the Moriel Group.
Mr Selamolela urged SANRAL to conduct a performance audit of the Moriel Group’s work, to establish if it has received value for money for any invoices paid to the company after an investigation conducted by the Construction Industry Development Board (CIDB).
“Today heard from the Minister of Public Works that the company was not qualified, and thus was blacklisted from doing any work with the state. We appreciate that the Construction Industry Development Board was able to move and finalise its investigations, and come out publicly with the findings. This is the kind of transparency we expect from government entities,” Mr Selamolela said.
“This finding as it related to the Moriel Group frustrates and works against stated government objectives of ramping up on infrastructure in order to create jobs and economic growth. When tsotsis are allowed to hijack the noble objectives, poor and deserving South Africans are denied an opportunity at bettering their live,” he continued.
The Minister of Public Works and Infrastructure, Mr Dean Macpherson, announced on Tuesday that several companies had been blacklisted, including the Moriel Group, which is headed by a Zimbabwean, Mr Lawrence Mudzinganyama. Mr Mudzinganyama came to public awareness after he threatened to murder three South African women at a nightclub in Sandton in August.
“We welcome this development and call on government to ramp up efforts to blacklist non-performing contractors from doing business with the state,” Mr Selamolela said.
“We agree with the Minister that misrepresentation and non-performance of contractors in the built environment has to be stamped out. SANRAL must investigate if it got value for the monies it paid to this gentleman.”
Mr Selamolela emphasised that women in the construction and civil engineering fields should be empowered and given opportunities to thrive, without being intimidated.
