Parliament, Wednesday, 23 April 2025 – The Standing Committee on Appropriations yesterday delayed the adoption of its report on the 2025 Division of Revenue Bill. The meeting was convened to consider the committee’s report on the Division of Revenue Bill, which outlines the allocation of nationally raised revenue to the nine provinces and 257 municipalities.
Due to the number of proposals to be included in the report, the committee recommended that the Parliamentary Budget Office gives technical support to the committee and that further consultations with the Financial and Fiscal Commission and the South African Local Government Association are needed.
The committee Chairperson, Mr Mmusi Maimane, said: “This is all in an effort to strengthen local government and to ensure that Parliament asserts its authority as prescribed in the Money Bills and Related Matters Act on the passing of the Division of Revenue Bill.”
“The process of consultation requires that external parties be consulted and therefore the committee resolved to delay the adoption of the reports so that both the legal mandate of these amendments is fulfilled and, secondly, all stakeholders that need consultation have been duly consulted,” stressed Mr Maimane.
The committee also resolved to obtain legal advice on the procedural implications of the additional proposals and to ensure that all amendments are processed in line with legislative requirements and parliamentary procedures.
The committee will reconvene in due course to consider the amended report.
