Parliament, Friday, 28 April 2023 – The Standing Committee on Appropriations today adopted its report on the Eskom Debt Relief Bill in compliance with the Money Bills Amendment Procedure and Related Matters Amendment Act, Act No 13 of 2018 which requires Parliament to conduct public hearings and to report on all Bills.
The Bill was tabled by the Minister of Finance on 22 February 2023 during the presentation of the national budget in Parliament and later referred to the Standing Committee on Appropriations for consideration. The 2023 Eskom Debt Relief Bill provides for a direct charge against the National Revenue Fund for debt relief for Eskom.
The committee held deliberations with the Financial and Fiscal Commission, National Treasury the Parliamentary Budget Office and Eskom Holdings SOC Ltd for their comments on the Bill. The committee also held public hearings on the Bill and received several written submissions and comments from organisations such as the Minerals Council of South Africa, Congress of South African Trade Unions, and Dear South Africa.
The committee hopes this Bill will go a long way in assisting to provide more reliable electricity. This is critical for economic growth and creation of employment opportunities needed by many South Africans, especially the young people.
The Eskom Debt Relief Bill will be referred to the National Assembly for debate.
