Parliament, Friday, 17 October 2025 – The Standing Committee on Public Accounts (SCOPA) today resolved to send a final letter to the former Chief Executive Officer of the Road Accident Fund (RAF), Mr Collins Letsoalo, to secure a firm undertaking of his appearance as a witness in the oversight enquiry. To date, SCOPA has sent three letters to Mr Letsoalo, attempting to secure his voluntary participation.

In various letters to the Chairperson of SCOPA, Mr Songezo Zibi, Mr Letsoalo has challenged the authority of SCOPA to conduct the oversight enquiry into the financial matters of the RAF, claiming that only the Portfolio Committee on Transport has authority to conduct the enquiry. The scope of the enquiry concerns financial management, financial losses and related maladministration. This is in line with the committee’s overall mandate in terms of the rules of the National Assembly and the Constitution of the Republic of South Africa.

The committee remains firm in its view that it has the necessary authority to conduct the oversight enquiry into the RAF. Mr Zibi reiterated his commitment that, this is an enhanced oversight conducted by the committee in order to make detailed recommendations, that will assist the RAF in its turnaround and the delivery of its mandate.

The committee also agreed to a request by a whistleblower for their identity to be withheld while appearing before the committee on a virtual platform. Working together with other statutory bodies, Parliament will take steps to certify that their real identity is authentic and that the information they share with the committee is within their personal knowledge.

This week, the committee heard evidence relating to:

  • the procurement of close protection services for the former CEO,
  • the decision to do away with the panel of attorneys,
  • evidence relating to discontinue the promotion of direct claims,
  • evidence relating to communications, marketing and media buying contracts amounting to a combined R1 billion.

The committee recognises the importance and public interest in the oversight enquiry and is committed to concluding its processes within reasonable time frames.
