Parliament, Monday, 2 February 2026 – The Standing Committee on Public Accounts (SCOPA) will this week hold hearings with the Road Accident Fund (RAF) Interim Board and the Ministry of Transport as part of its ongoing enquiry into the RAF’s financial affairs.

Last Friday’s oversight visit to the RAF offices gave committee members the chance to speak directly to claimants and RAF operational staff. This gave members first hand account of the challenges and improvements.

On Tuesday, 3 February 2026, the RAF Interim Board will be required to respond to the following:

  • Procurement processes including the awarding of two media contracts worth R1 billion, including one to Dzinge Productions, which hosted a staff awards ceremony costing nearly R4 million. This occurred despite the RAF having 445 782 outstanding claims in the 2024/25 financial year.
  • More than 50 employees were placed on paid suspension for over three and a half years without proven corruption or finalised disciplinary cases. The RAF spent about R119 million on external legal costs, resulting in fruitless expenditure and operational harm.
  • The status of RAF’s accounting policy framework, including the status of the litigation against the Auditor-General of South Africa. The RAF has spent over R11.2 million litigating against the Auditor-General of South Africa. The entity changed its accounting policy in 2020/21 from IFRS 4 to IPSAS 42, allegedly understating claims liabilities by more than R300 billion to avoid appearing insolvent.
  • The RAF 1 claim form is the subject of litigation at the Supreme Court of Appeal this month. Should the RAF lose the case, it could mean additional liability of up to R100 billion. One of the form’s requirements is a paid medical report at the claimant’s own expense. Of the more than 105 000 claims submitted, 72% were deemed non-compliant, forcing claimants back into an attorney-driven system.

On Wednesday, 4 February 2026, the Ministry of Transport will appear before the committee in relation to various matters of executive and ministerial oversight over the last five years, including accusations of interference by the Minister made by previous Board members and the criteria used for selecting Board members.
