Parliament, Sunday, 11 February 2024 – The Ad Hoc Committee on the General Intelligence Laws Amendment Bill today continued with the KwaZulu-Natal leg of the public hearings at Yellowwood Park Civic Hall in eThekwini where the committee welcomed approximately 155 members of the public.
Some residents of eThekwini raised concerns about the effectiveness of the intelligence services in light of events such as the July 2021 unrest in KwaZulu-Natal and Gauteng. They also raised concerns over the interception of citizens’ communication as there are mobile operators that sell sim cards that do not comply with the Regulation of Interception of Communications and Provision of Communication-related Information Act.
Some residents also said that the definitions in the Bill are vague and give the Minister too much power. Other inputs proposed strengthening the capacity of the Defence Intelligence and South African Police Service Crime Intelligence Division to curb the influx of illegal immigrants into the country.
Concerns were raised on whether the partition of the State Security Agency into domestic and foreign services would assist in tracking illegal syndicates that are operating within the country. Also among the inputs, were concerns over the relocation of the National Intelligence Coordinating Committee (NICOC) to the Presidency.
The committee expressed its gratitude to the citizens of eThekwini for their inputs and will tomorrow continue public hearings in the province at Sakhumzi Hall in Edendale (kwaDambuza) in Pietermaritzburg.
