Parliament, Wednesday, 24 May 2023 – The Portfolio Committee on Police today called for the management of theIndependent Police Investigative Directorate (IPID) to ensure there is synergy between its envisaged expansion strategy and the IPID Amendment Bill soon to be tabled for consideration by the National Assembly.

Following a presentation from National Treasury and IPID, the committee noted various concerns raised by National Treasury. One such concern related to increasing IPID’s baseline allocation, which is hindered by IPID’s inability to spend its budget. In addition, IPID raised a concern about the shortcomings in its geographic footprint across the country and the impact this has on delivering its mandate.

The committee noted assurances that IPID has strategies in place to spend its budget, especially on compensatingemployees, but highlighted that a costed expansion strategy that is aligned to the amendment bill will prevent future risks and impediments. The committee also highlighted that, notwithstanding its importance, IPID cannot be in every police station countrywide and needs to find alternative solutions to its challenges.

The committee also underscored that synergy will ensure that Parliament does not legislate a bill that is too difficult or costly to achieve. “The public participation we undertake as Parliament requires substantial resources and we must be clear that what we must produce must have the desired impact in the whole of society,” said Ms Tina Joemat-Pettersson, the Chairperson of the committee.

The committee remains committed to ensuring that IPID is an agile institution that can deliver on its mandate. The amendment bill will have the committee’s attention as soon as it is tabled for consideration.
