Parliament, Tuesday, 18 August 2026 – The National Council of Provinces (NCOP) has commenced its follow-up oversight programme in Gauteng, returning to service delivery and infrastructure projects previously visited during the 2024 and 2025 Provincial Week programmes to assess progress in implementing recommendations and commitments arising from those visits.
The follow-up programme began this morning with a briefing from Gauteng acting Premier Ms Nomantu Nkomo-Ralehoko, who presented the provincial government’s report on progress made in responding to recommendations arising from the NCOP’s oversight programme conducted from 18 to 21 November 2025.
Acting Premier Nkomo-Ralehoko reported that the Gauteng Provincial Government has made significant progress in responding to 33 matters raised during the NCOP’s 2025 oversight visit. According to the provincial report, several infrastructure projects have been completed or are nearing completion, while projects experiencing implementation challenges have been subjected to corrective interventions. These include contractor terminations, revised procurement processes, strengthened project monitoring and enhanced governance arrangements.
The acting Premier acknowledged that some recommendations remain a work in progress, largely due to procurement processes, funding availability, statutory approvals, municipal processes and interdepartmental coordination. She said departments had nevertheless developed mitigation measures and implementation plans to address outstanding matters within defined timeframes. The report consolidated responses from the Gauteng Departments of Infrastructure Development, Human Settlements, Roads and Transport, and Education.
The provincial government further reported that several recommendations had been fully implemented, particularly where projects had reached completion or governance interventions had been institutionalised. Other recommendations are being implemented through active construction programmes, contractor-management interventions and strengthened project oversight mechanisms.
Gauteng NCOP Provincial Whip and leader of the delegation, Ms Jane Mananiso, said the NCOP was returning to Gauteng not simply to observe projects or receive presentations, but to assess what had changed since previous visits, whether commitments had been honoured, recommendations implemented, and whether communities were experiencing improvements in their daily lives.
“This year’s programme therefore requires us to move beyond identifying problems towards measuring progress and demanding accountability for outstanding matters,” said Ms Mananiso.
She said the delegation would assess each previous recommendation against three key questions: whether it had been implemented; if not, what had prevented implementation; and what specific action, responsible institution and timeframe were now required.
Following the provincial briefing, the delegation proceeded to selected service delivery and infrastructure projects to verify the progress reported by the provincial government.
At Khutsong South Clinic in Carletonville, the delegation was briefed on progress with the long-delayed construction project. A previous contractor appointed in 2015 was terminated in 2019, while a new contractor was appointed in 2024. The delegation noted progress on the current construction programme and welcomed the consequence-management measures taken in relation to the previous contractor. The implementing team indicated that efforts are underway to fast-track completion.
At New Simunye Secondary School in Westonaria, the delegation noted progress in implementing commitments arising from the previous oversight visit, including the delivery and occupation of classrooms within the agreed timelines. The delegation welcomed the progress as an indication of the value of follow-up oversight and the importance of government fulfilling commitments made to communities.
The delegation also visited the R82 Old Johannesburg Road project, where it was briefed on progress and several impediments affecting implementation. These include encroachment, Eskom powerline infrastructure, increased fill quantities and the need for drilling and blasting in sections of the road. The project is currently approximately 49% complete, with expenditure on the current phase at about 51%.
The delegation called for a clear account of the utilisation of the project budget, including variations and deviations, and whether applicable supply-chain management policies and legislation have been followed. It emphasised the need for consequence management where parties fail to comply with their contractual obligations. The delegation further urged the Department and project managers to be forthcoming about impediments affecting implementation, so that these can be addressed timeously and the project fast-tracked.
At Rustervaal Secondary School, the delegation was informed that the project remains within its defects liability period, with the contractor addressing outstanding defects under weekly monitoring by the project management team. However, permanent occupation certification remains subject to the resolution of outstanding compliance matters, particularly the redesign of the refuse area to address an encroachment issue, as well as the submission of outstanding engineering documentation. The delegation urged the implementing team to expedite these matters to ensure that the school can secure permanent occupation certification.
The delegation will further identify specific follow-up actions, responsible institutions and realistic timeframes to strengthen the link between parliamentary oversight, recommendations and measurable outcomes.
“The 2026 Provincial Week provides an important opportunity for the NCOP to demonstrate that parliamentary oversight is not a once-off exercise. We are returning to the provinces to check progress, verify implementation, listen to communities and strengthen accountability,” said Ms Mananiso.
The Gauteng NCOP delegation will continue with its follow-up oversight programme during the week and will consider the findings and required interventions at the conclusion of the programme.

Provincial report-back session
The delegation will conclude the programme with a provincial report-back session on Friday, 21 August 2026, where it will consider the outcomes of the oversight visits and deliberate on the findings for inclusion in the final report.
