Parliament, Friday, 26 April 2024 – The Select Committee on Land Reform, Environment, and Mineral Resources & Energy on Tuesday completed deliberations on the Climate Change Bill and the Deeds Registries Amendment Bill.

The committee agreed to both bills without amendments.

The Climate Change Bill was referred to the committee on 24 October 2023 as a section 76 bill. Following this, the Department of Forestry, Fisheries and Environment (DFFE) briefed the committee on 20 February 2024 on the Bill.

The public engagement process, including a call for written comments on the Bill and public hearings by provincial legislatures, followed from 22 November 2023 until 30 January 2024. Meetings for negotiating mandates took place on 16 April 2024.

The Climate Change Bill provides for the development of an effective climate change response and a long-term just transition to a low-carbon and climate-resilient economy and society for South Africa.

Committee chairperson, Ms Tebogo Modise, said the committee's decision to agree to the Climate Change Bill without amendments reflects a thorough consideration and engagement with stakeholders throughout the legislative process.

Meanwhile, the Deeds Registries Amendment Bill was referred to the committee on 20 February 2024 and the Department of Rural Development and Land Reform briefed the committee on the Bill on 12 March 2024. After considering the submissions and departmental responses, the committee agreed to the Deeds Registries Amendment Bill – also without any amendments.

The bills will now be sent to the President for assent.
