Parliament, Friday, 21 August 2026 – The Limpopo’s permanent delegates to the National Council of Provinces (NCOP), alongside Members of the Provincial Legislature, have expressed overall satisfaction with implementation of oversight recommendations made in 2024 and 2025 Provincial Week programmes in Waterberg and Mopani districts respectively.
As part of the 2026 Provincial Week programme, the delegation followed up on 22 roads and water infrastructure projects that had been visited previously. They were satisfied that 16 of those projects were either completed or in an advance stage of completion, which is an indication that previous recommendations were acted upon by municipalities and government departments.
However, the delegation also identified six projects where delays, operational challenges and outstanding interventions continue to affect service delivery to communities. They are Home Affairs office in Tzaneen, water reticulation in Kgapane Hospital and ground water scheme in Sefofotse Village, which falls under Mopani District, as well as a wastewater treatment and water reticulation projects in Thabo Mbeki township, Lephalale, and Vaaltyn local stadium in Mokopane, which falls under the Waterberg District.
The delegation expressed displeasure with the lack of a solid plan to relocate the Home Affairs office to a place where it would be easily accessible to persons living with disabilities. They called for collaboration between the department and the Greater Tzaneen Local Municipality to find alternative office accommodation.
On the water reticulation project at Kgapane Hospital, the delegation called for the termination of the contract, followed by the appointment of a new contractor after the current one failed to meet his contractual obligations. Similarly, it welcomed an undertaking by Mopani District Municipality to appoint a new contractor by the end of September this year to complete the ground water scheme project and to re-equip boreholes in Sefofotse Village.
On the wastewater treatment project in Thabo Mbeki township, the delegation recommended that the MEC responsible for Cooperative Governance should consider invoking Section 106 of the Local Government Municipal Systems Act 32 of 2000 to initiate an investigation into the affairs of the municipality in relation to the project.
The delegation also called for the Special Investigation Unit to undertake a thorough investigation and provide frequent updates on the water reticulation project in Thabo Mbeki township. Furthermore, it called on the Mogalakwena Local Municipality to devise a time-bound recovery plan for the Vaaltyn local stadium and the urgent installation of perimeter security gate to secure the existing infrastructure.
The follow-up visits highlighted the importance of consequence management where contractors fail to deliver according to agreed standards and timeframes. The delegation called for stronger project monitoring and appropriate action against contractors who fail to meet their contractual obligations.
Finally, the delegation welcomed the cooperation of provincial departments, municipalities and other stakeholders during the oversight programme. It will compile a comprehensive report on the oversight findings and make recommendations to the relevant authorities.
