Parliament, Friday, 26 June 2026 – The Portfolio Committee on Justice and Constitutional Development invites interested individuals, organisations and stakeholders to submit written comments on the South African Judicial Education Institute Amendment Bill, which is currently before the committee for consideration.
The Bill seeks to amend the South African Judicial Education Institute Act of 2008 to provide for the appointment of a dean and to define the powers and duties of the dean. It further proposes to change the title of director to executive director, further regulate the appointment, powers and duties of the executive director, provide for the reimbursement of council members for subsistence and travelling expenses, and provide for matters connected therewith.
Committee Chairperson Mr Xola Nqola said public participation is fundamental to Parliament’s legislative process and encouraged all interested parties to contribute to the committee's deliberations.
“The committee is committed to ensuring that legislation affecting the administration of justice and the development of judicial capacity benefits from broad public participation. Judicial education plays a vital role in strengthening the effectiveness, independence and integrity of the judiciary. We therefore encourage members of the legal profession, judicial officers, academic institutions, civil society organisations and the public to study the Bill and make submissions,” said Mr Nqola.
He added that the committee values the views of all stakeholders and will carefully consider every submission received before concluding its deliberations on the Bill.
Interested persons and organisations wishing to make oral presentations to the committee are requested to indicate this in their written submissions. Written submissions must be received by 12:00 on Friday, 24 July 2026. Submissions should be emailed to Judicialed@parliament.gov.za. Enquiries may be directed to Mr V Ramaano on 083 709 8427.
