Parliament, Friday, 26 June 2026 – The Portfolio Committee on Justice and Constitutional Development invites interested individuals, organisations and stakeholders to submit written comments on the Extradition Bill, which is currently before the committee for consideration.

The Bill seeks to provide for the extradition of persons accused or convicted of certain offences between the Republic of South Africa and foreign states. It also provides for the surrender to international entities of persons accused or convicted of certain crimes, introduces measures to ensure South Africa complies with its international obligations relating to extradition, and provides for matters incidental thereto.

Committee Chairperson Mr Xola Nqola said the Bill represents an important step in modernising South Africa’s extradition framework and ensuring that it is aligned with both constitutional principles and the country’s international commitments.

“Effective extradition legislation is essential in combating transnational crime and ensuring that those accused or convicted of serious offences cannot evade justice by crossing international borders. At the same time, the legal framework must continue to safeguard constitutional rights and uphold the rule of law. The committee therefore encourages members of the legal fraternity, civil society organisations, academic institutions, law enforcement agencies and all interested members of the public to study the Bill and make submissions,” said Mr Nqola.

He emphasised that public participation is a vital component of Parliament’s legislative process and that the committee will carefully consider all submissions before finalising its deliberations on the Bill.

Interested persons and organisations wishing to make oral presentations to the committee are requested to indicate this in their written submissions. Written submissions must be received by 12:00 on Friday, 24 July 2026. Submissions should be emailed to Extradition@parliament.gov.za. Enquiries may be directed to Mr V Ramaano on 083 709 8427.
