Parliament, Thursday, 23 October 2025 – The Portfolio Committee on Home Affairs has resolved to recommend three names to the National Assembly for possible appointment to serve as Commissioners within the Electoral Commission of South Africa (IEC). The recommendation is in line with Section 6 (2) (d) of the Electoral Commission Act and follows a process led by the Chief Justice as set out in Section 6(3) of the Act.

The recommendations are due to three vacancies that will arise on 4 November 2025 as the term of office expires of the Chairperson, Mr Mosotho Moepya, Commissioner Dhaya Pillay and Commissioner Dr NP Masuku. Following a process prescribed by the Electoral Commission Act, the panel recommended eight candidates for the committee’s consideration.

Following the 3 September 2025 committee resolution to allow members enough time and space to consult on the list submitted by the panel, which was led by the Chief Justice, the committee has resolved to recommend Ms Joyce Pitso, Judge Dhaya Pillay and Mr Mosotho Moepya for the positions. The committee is convinced that the recommended candidates have the skills, experience and capacity to drive the IEC to greater hights in delivering the mandate for the organisation.

The committee accepted all eight recommended names and expressed appreciation for the process undertaken by the panel in recommending candidates to the National Assembly. It is important to note that all the candidates met the required standards. However, the committee had to recommend three candidates to the National Assembly for the appointments. The committee deliberations were guided by the interviews of all candidates, the report presented to it by the Chief Justice, and the previous work of the commission. The committee acknowledged that the responsibilities of the commission require experienced and capable individuals.

The committee further considered the following in making its decision:

  • Experience
  • Leadership
  • Technical competency
  • Stability and cohesion of the commission
  • Gender representativity; and
  • Racial representativity

The committee further raised concerns regarding the representation of other categories, particularly young people and persons with disabilities.

The committee will recommend to the National Assembly to adopt the recommended names for possible appointment by the President.
