Parliament, Wednesday , 19 August 2026 – A delegation of the Eastern Cape members of the National Council of Provinces (NCOP) has cautioned against costly litigation and the negative impact such litigation will have on infrastructure projects. The delegation has learnt of over four major infrastructure projects that are stuck in litigation. The delegation is currently undertaking walkabouts of projects in the Chris Hani District Municipality.
Delegation leader Hon Nkosi Mwelo Nonkonyana said it was wrong for municipal disputes to be on a court roll for over a year without being finalised. “Unending legislation is stealing from the people. The money which should be used to improve the lives of our people ends up being used on lawyers, who in return keep postponing matters because government is paying.”
The NCOP delegation heard that the Cala Wastewater Treatment Plant, Tsomo Wastewater Sewer, Xhonxa Pumpstation, and Hewu Phase 10 and 11 are all stuck in litigation between contractors and the municipality.
Hon Nkosi Nonkonyana also raised concerns that many municipalities fail to conduct monitoring and evaluation of projects, which he said contributes to the theft of government money. “Municipal officials need to up their game and play their role meaningfully if we are to beat corruption in this country. Our priority is our people, who should benefit from our actions at all time.”
Meanwhile, Hon Nkosi Nonkonyana welcomed the progress and full functionality of the Tsomo Water Treatment Plant, which serves five rural wards comprising some 15 villages. “These projects make us proud when people’s lives are improved,” concluded Hon Nkosi Nonkonyana.
