Parliament, Tuesday, 19 November 2024 – During its first meeting on Thursday, 14 November 2024, the Joint Committee on Ethics and Members’ Interests resolved to publish the public section of the Register of Members’ Interests for 2024. Item 12 of the Code of Ethical Conduct and Disclosure of Members’ Interests for National Assembly and Permanent Council Members, which came into effect on 28 May 2024 (the new Code), regulates the disclosure of registrable interests.
The new Code codifies the submission of interests using a prescribed electronic form to streamline declarations and make the process seamless and quick. Adopting the electronic declaration submission form was a strategic decision in line with the move to ensure a paperless Parliament that considers the current environmental needs in an era of global warming.
Item 12 (4) of the new Code clearly states that after a general election, a member must disclose his/her registrable interests within sixty working days of the opening of Parliament.
The release of the Register entrenches Parliament’s commitment to building public trust and confidence in their public representatives, thereby protecting and promoting the integrity of Parliament. The committee is steadfast in its belief that ethical and honest behaviour should be an integral pillar of an accountable Parliament, which will enhance its legitimacy in holding Members of Executive accountable.
As per item 12 (1) of the Code, the Register consists of a public and confidential section. The public section is now available to be perused to ensure accountability.

The next disclosure process by Members of Parliament will take place during quarter 1 (1 April to 30 June) of the 2025/2026 financial year. This is in line with item 12(7) of the new Code.
