Parliament, Friday, 12 June 2026 – The Joint Committee on Ethics and Members’ Interests has concluded a historic first public participation process to receive oral submissions on the comprehensive review of Parliament’s Code of Ethical Conduct and Disclosure of Members’ Interests. The public participation process followed a similar engagement held last week on the review of the Executive Ethics Code.
“Section 59 of the Constitution compels Parliament to facilitate meaningful public participation in its processes. Because both codes are underpinned by the need to strengthen ethical conduct and public trust in public institutions, it was necessary to ensure robust and meaningful public participation,” said Mr Henni Britz, Co-Chairperson of the committee.
The committee commended all individuals and organisations that made oral and written submissions during the process. It is of the view that the submissions have provided valuable insights and perspectives that will assist members as they consider possible amendments to the Codes.
“The submissions received by the committee have been both substantial and informative. They have not only empowered the committee to make informed decisions but have also highlighted the importance and value of public participation in the work of Parliament,” said Ms Nonkosi Mvana, Co-Chairperson of the committee.
The committee noted that the review of the Code of Ethical Conduct and Disclosure of Members’ Interests is an important opportunity to strengthen Parliament’s ethical framework, enhance transparency and accountability, and ensure that Members of Parliament and the Executive continue to uphold the highest standards of integrity in the execution of their duties.
The committee will now undertake an assessment of all submissions received before deliberating on possible revisions to the Codes. The outcomes of the review process will be guided by constitutional principles, best practices in ethical governance, and the need to maintain and strengthen public confidence in Parliament as a democratic institution.
The committee thanked all stakeholders, civil society organisations, academic institutions, professional bodies and members of the public who participated in the process and contributed constructively to the review. The committee remains committed to ensuring that the final product reflects the values of accountability, transparency, integrity and public service that are central to South Africa’s constitutional democracy.
