Parliament, Friday, 7 March 2025 – The Portfolio Committee on Employment and Labour received a briefing from the Department of Employment and Labour on the 2024/25 quarter-three performance reports from the department and Supported Employment Enterprises (SEE).

In welcoming the report, the committee acknowledged that the Inspection and Enforcement Services and the Public Employment Services units had overperformed on their targets. Enforcing compliance with South Africa’s labour laws guarantees economic growth as employers gain returns on investment, while worker's rights are protected, the committee noted.

Public Employment Services registered a high number of work seekers in the database for both skills training and work opportunities possibilities.

On the underachievement in programme 1 (Administration) and labour policy and industrial relations, the committee was concerned that the areas of underachievement are at the core of building an ethical, professional and developmental state and are essential in the fight against corruption.

The committee was of the view that this underachievement serves to entrench the perception that there is no commitment to achieving these goals. The committee furthermore called for all vacant funded posts to be filled, including that of the Director-General to ensure the department has the necessary capacity and to create stability in the Department and SEE.

The committee further guided the department to assist SEE to increase its budget for procurement spend in other government departments to aid the incremental intake of people living with disabilities.

The committee Chairperson, Mr Boyce Maneli, appreciated the overview provided by the Deputy Minister, Ms Nemadzinga-Tshabalala. He also called on the Ministry to collaborate with the Department of Trade, Industry and Competition to do everything possible to save jobs, as retrenchments undermine South Africa’s job creation efforts.
