Parliament, Thursday, 14 November 2024 – The Select Committee on Public Infrastructure and the Minister in Presidency received a briefing yesterday from the Department of Transport on the department’s annual report for the 2023/24 financial year.
Briefing the committee, Director-General Adv James Mlawu said the department achieved 87% of its performance targets, an improvement from the previous year, which stood at 77%. The improvement relates to a revision of the annual performance indicators. Members sought clarification on the rationale behind these revisions. Adv Mlawu explained that the adjustments were necessary to enhance transparency and accountability, allowing for a more accurate reflection of the department’s achievements.
One of the significant issues raised by committee members was the transition to digital electronic licences (EDLs). The committee was concerned about the potential for fraud associated with physical drivers’ licences and emphasised that EDLs could offer a more secure and efficient alternative. The committee highlighted the importance of expediting the implementation of digital licences to enhance public safety and streamline the licencing process.
Committee Chairperson Mr Rikus Badenhorst said: “The transition to EDLs is not just a matter of modernisation. It is a crucial step towards enhancing public safety and reducing fraud in our licencing system. The committee is concerned about the delays in implementing this initiative, as it directly impacts the efficiency of our transport services and the safety of our roads. We urge the department to prioritise the necessary legislative amendments and provide a clear timeline for the rollout of EDLs. The public deserves a system that is secure, efficient, and responsive to their needs.”
The committee members were also frustrated about the lack of clarity relating to the timeline for the rollout of EDLs. There were questions about the department’s previous commitments, including statements from former ministers indicating that EDLs would be launched by certain dates. Members questioned the current status of these plans and urged the department to provide a clear roadmap for the implementation of EDLs.
Members of the committee voiced their concern about the efficacy of the current licencing system, which often leads to long wait times for applicants. Committee members pointed out that in other countries, such as Taiwan, licences can be issued immediately upon passing the driving test. The committee urged the department to explore similar efficiencies to enhance service delivery. Adv Mlawu acknowledged the merits of such systems and indicated that the department is open to exploring innovative solutions to improve the licencing process.
Infrastructure development was also a focus of concern, especially the delays in bridge and road construction projects. Members encouraged the department to improve project management to prevent further setbacks. The department said it is actively working to address these issues and ensure timely project completion.
Regarding financial oversight, the committee sought assurance regarding the department’s financial management, particularly concerning unauthorised expenditure. In its response, the department said it did not incur any unauthorised expenditure during the 2023/24 financial year and expressed a commitment to addressing the reported cases of fruitless and wasteful expenditure.
Mr Badenhorst said, “The department plays a vital role in the country’s economy, serving as the backbone of our infrastructure and public services. A well-functioning transport system not only facilitates the movement of goods and people but also drives economic growth and job creation.”
