Parliament, Monday, 2 March 2026 The Chairperson of the Portfolio Committee on Higher Education and Training, Mr Tebogo Letsie, has welcomed the Western Cape High Court judgement dismissing the urgent application by the Council of the College of Cape Town (CCT).

Mr Letsie said the judgment affirms the importance of decisive intervention when serious governance and financial concerns arise at public institutions, particularly those entrusted with the education and future of young people.
“We welcome the High Court’s decision to dismiss the urgent application brought by an illegal College of Cape Town Council. This judgment reinforces the principle that governance failures and financial mismanagement at public institutions cannot be allowed to continue unchecked,” said Mr Letsie.

The Council of the College of Cape Town went to court on an urgent basis to stop the Minister of Higher Education and Training from appointing an administrator to take over the college.

Mr Letsie also welcomed the appointment of Dr Robert Nkuna as administrator and expressed confidence in his ability to stabilise the institution and restore proper governance. “We wish to congratulate and welcome Dr Robert Nkuna on his appointment as administrator of the College of Cape Town. He assumes this responsibility at a critical time, and we wish him well in executing his duties to restore sound governance, accountability and stability at the college.”

Mr Letsie said the administrator must ensure that the college does not incur or pay for any unnecessary legal costs as brought by the rogue council, particularly those arising from decisions or actions that do not serve the best interests of the institution and its students.

He said: “It is critical that the administrator conducts comprehensive forensic investigations into all major financial decisions taken at the college to determine whether there was any wrongdoing, mismanagement, or abuse of public resources.”

Lastly, Mr Letsie said where evidence of wrongdoing is found, the administrator must open criminal cases against any individual responsible.
