Parliament, Friday, 6 September 2024 – Following deliberations on the Draft Notice on the Determination of Remuneration of the Auditor-General, the Standing Committee on the Auditor-General (SCOAG) has recommended that the National Assembly (NA) should approve the determination on the 2023/24 and 2024/25 remuneration of the Auditor-General which entails a cost of living adjustment.
On 9 July, the Speaker of the NA, Ms Thoko Didiza, referred draft notices and schedules determining the rate of adjusting the remuneration of the Auditor-General to the committee. The adjustments would be with effect from 1 April 2023 for the 2023/24 financial year and 1 April 2024 for the 2024/25 financial year. This is after the President notified the Speaker that he had determined the salary and allowances of members of the Independent Constitutional Institutions.
The heads of institutions supporting democracy are remunerated according to the Determination of Remuneration of Office-Bearers of Independent Constitutional Institutions Laws Amendment Act. Furthermore, section 7(1) of the Public Audit Act provides that the Auditor-General is entitled to an annual salary and such allowances or benefits as determined by the President, from time to time, by notice in the Gazette, and approved by the National Assembly.
The President indicated that he intended to determine a 3% salary increment for members of the independent constitutional institutions for the 2023/2024 financial year and a 2.5 % salary increment for the 2024/2025 financial year.
Today, the committee considered the President’s notice. It noted that the President with the advice of the Independent Commission for the Remuneration of Public Office Bearers, taking into consideration the advice of the Remuneration Committee, is responsible for determining the remuneration and that these increments entail a cost of living adjustment.
