Parliament, Wednesday, 29 April 20226 – The Portfolio Committee on Home Affairs will today embark on a two-day oversight visit to the Department of Home Affairs' offices in Gauteng to assess progress on the department’s digitisation programme.
The digitisation programme is a key reform the department is spearheading, aimed at improving service delivery, enhancing efficiency and reducing corruption. The committee will also investigate allegations of unfair labour practices affecting employees behind the digitisation process, which, if proven, would undermine both the programme and workers’ rights.
Since March this year, the committee has noted media reports and received complaints from individuals employed to digitise over 350 million paper records. Among the issues raised are concerns about temporary, month-to-month contracts, with workers calling for more stable, permanent employment. The committee intends to engage directly with affected employees, particularly young people, to better understand their concerns and challenges.
The oversight visit will also include engagements with departmental leadership, organised labour and affected employees to establish the facts and, where necessary, ensure accountability. The committee emphasised that the successful implementation of the digitisation programme must comply with labour laws and fair employment practices. This is particularly important, as the initiative was designed to create opportunities for young people amid the country’s high unemployment rate.
The oversight visit underscores the committee’s commitment to ensuring that the Department of Home Affairs operates efficiently, transparently and in full compliance with the law and that the move towards digitisation is anchored on a foundation of fair labour practices.
