Parliament, Wednesday, 12 July 2023 – The Ad Hoc Committee to Nominate a Person for Appointment as Public Protector (PP) has noted that the committee received 53 nominations and 17 applications for suitable candidates for appointment as the new PP.

The committee Chairperson, Mr Cyril Xaba, said the due date for nominations and applications was on Friday, 7 July 2023. “It is important to note that of the 53 nominations, a total of 32 were disqualified during the initial sifting process for non-compliance with the nomination requirements as set out in the advert,” he said.

 The committee resolved today that it is the responsibility of the nominator to inform the nominee about her/his nomination, to ask the nominee to accept the nomination and to provide the required documentation such as curriculum vitae (CV) and acceptance forms. The committee wishes to emphasise that it is the nomination which is invalid due to non-compliance and its decision to set it aside won’t reflect on the nominee concerned.

Mr Xaba reiterated that applications and nominations should have contained the full name, address/email address and contact details of the person or organisation making the nomination, a signed acceptance of the nomination by the nominee and a CV providing the nominee’s full name, ID number and gender, contact details, including physical address, telephone/cell number and email address. Relevant previous work experience (including relevant dates and organisations concerned) and academic qualifications should also have been included.

 The committee further resolved that the candidates that redacted CVs of the 38 names of candidates that passed the first sifting process will now be placed on the Parliamentary website for public comment. The public will have until 21 July 2023 to give input on candidates. The committee agreed that these comments should test the suitability of the candidate based on the requirements prescribed in legislation and whether he/she is fit and proper to hold such a position.

 Mr Xaba said once the above-mentioned process has been completed, the committee will shortlist candidates on 26 of July 2023 for interviews. The committee will on this day also decide how many candidates are to be shortlisted. As part of the selection process, all shortlisted candidates will be subjected to processes, such as suitability screening, reference checks, qualifications verification, and be expected to complete a questionnaire. “Interviews of the selected candidates will take place between 21 and 25 August 2023. This will be followed by committee deliberations and to recommend suitable names to the National Assembly,” said Mr Xaba.
