Parliament, Tuesday, 21 April 2026 - The Select Committee on Public Infrastructure, together with the Select Committee on Cooperative Governance and Public Administration (Traditional Affairs, Human Settlements and Water and Sanitation), will undertake a joint oversight visit to the North West Province as part of Parliament’s constitutional mandate to hold the executive accountable.

The visit comes at a critical time as infrastructure development remains central to South Africa’s economic recovery and job creation efforts.

The Chairperson of the Select Committee on Public Infrastructure, Mr Rikus Badenhorst, said the visit will focus on whether infrastructure projects are translating into improved service delivery for communities.

He said: “Infrastructure is a key driver of economic growth and employment, but it is equally critical for the delivery of essential services such as water and electricity. This oversight visit is therefore crucial in assessing whether residents are receiving the quality infrastructure they deserve.”

The Chairperson of the Select Committee on COGTA, Mr Mxolisi Kaunda, stressed that effective service delivery depends on strong coordination across government departments and all spheres of government.

“The alignment of departments such as DPWI, DWS and COGTA is vital to ensure that strategic projects funded through grants such as RBIG and MIG are properly planned, implemented and monitored,” he said.

The joint oversight visit will place particular emphasis on Matlosana Local Municipality where recent flooding has severely affected residents and infrastructure. The committees will assess the extent of flood damage, progress on disaster recovery plans, and the support provided by both national and provincial government.

The oversight programme will include site visits to catalytic infrastructure projects, assessment of the District Development Model One Plan, engagement with key service delivery stakeholders, and a review of interventions relating to water and sanitation challenges identified by the Human Rights Commission.

The oversight visit will focus on:

  • Support provided to Matlosana Municipality by national and provincial departments
  • Progress on strategic infrastructure projects
  • Flood damage and implementation of recovery plans
  • Water and sanitation interventions
  • The effectiveness of the District Development Model in coordinating delivery

The committees said the visit reflects Parliament’s commitment to ensuring stronger accountability and faster delivery of quality infrastructure to communities.
