Parliament, Thursday, 29 January 2026 – The Standing Committee on Public Accounts (SCOPA) will tomorrow conduct an oversight visit to the Road Accident Fund (RAF) offices in Park Town in Johannesburg. The oversight visit is part of the oversight enquiry into the financial matters of the RAF.

The purpose of the oversight visit is to enable the committee to assess the RAF’s current operational status, governance arrangements, and service delivery performance, as well as to verify progress made in addressing identified systemic, financial, and administrative weaknesses.

Focus areas of the visit will include the following:

  • The system through which claimants interact with the RAF, with particular attention to walk-in claimants.
  • Challenges faced by claimants who submit claims directly, including limited access to email, inaccurate contact details, and difficulties in communication and tracing of claimants.
  • RAF processes relating to duplicate and double payments, including presentations on how such cases are identified and addressed.
  • Information on the top 20 law firms based on payments made, caseloads, and the RAF’s engagement criteria.
  • In loco inspection of supply chain management and operational management, including claims processing, customer engagement, Project Bokamoso, call centre operations, and organisational restructuring.
  • Briefings by the RAF Interim Board and Executive Management.

This week, the committee engaged with various RAF stakeholders that included the National Union of Metalworkers of South Africa, Legal Practice Council and former RAF Board members to get further information and clarity on some of the allegations that were made during the enquiry.
