Parliament, Monday, 17 August 2026 – KwaZulu-Natal’s Permanent Delegates to the National Council of Provinces (NCOP), together with Members of the KwaZulu-Natal Provincial Legislature (MPLs), will undertake a four-day oversight programme across the province from tomorrow, Tuesday, 18 August, to Friday, 21 August 2026.

The oversight programme forms part of the NCOP’s National Provincial Week initiative and will focus on reporting back on progress made since previous oversight visits, particularly in relation to public infrastructure delivery and the provision of basic services.

The programme is conducted under the themes: “Confronting the Challenges Facing the Timely Delivery of Viable Public Infrastructure to Communities” and “Building Viable Municipalities for Enhanced Delivery of Basic Services to Communities”.

The KZN delegation will assess progress on projects previously visited by the NCOP, engage with provincial and local government authorities, and interact with communities to establish whether commitments and recommendations arising from earlier oversight interventions have translated into tangible progress.

Among the key projects under scrutiny will be the Umkomaas Water Project, which was visited during the 2024 Provincial Week programme. Delegates will receive a progress report before undertaking a site inspection to assess developments since the previous visit.

KwaZulu-Natal Programme:
Tuesday, 18 August:

  • Engagement with the KwaZulu-Natal Provincial Government on progress in implementing the 2024 and 2025 Provincial Week recommendations.
  • Briefing on the Umkomaas Water Project and progress since the 2024 site visit.
  • Reports from uMgungundlovu District Municipality and eThekwini Metropolitan Municipality on the implementation of previous Provincial Week resolutions.
  • Engagement with the mayors of King Cetshwayo District Municipality and uMhlathuze Local Municipality on projects scheduled for oversight.
  • Site visit to Woodlands Primary School, Pietermaritzburg.
  • Community engagement at Woodlands Hall.

    Wednesday, 19 August:
  • Site visit to the Umkomaas Water Project, eKhomazi/South Coast.
  • Site visit to the Kennedy Road Housing Project, Durban.

    Thursday, 20 August:
  • Engagement with the mayors of King Cetshwayo District Municipality and uMhlathuze Local Municipality.
  • Site visit to the Aquadene Housing Project, Richards Bay.
  • Site visit to the Mega Housing Project, Empangeni.

    Friday, 21 August:
  • Provincial report-back session in Richards Bay to consider the outcomes of the oversight programme and draft report.

The oversight visits will bring together Permanent Delegates, MPLs, provincial and municipal authorities, relevant government departments, SALGA, the Office of the Auditor-General, ward councillors and other stakeholders.

The NCOP’s Provincial Week programme provides Parliament with an opportunity to assess implementation on the ground and to engage directly with communities on challenges affecting service delivery. The KZN report-back programme will therefore place particular emphasis on progress, outstanding challenges and interventions required to address delays in infrastructure and service delivery.

The findings from the oversight programme will inform the NCOP’s further engagement with the relevant authorities and the recommendations contained in its report.
