Parliament, Tuesday, 11 August 2026 – The Portfolio Committee on Cooperative Governance and Traditional Affairs and the Standing Committee on Public Accounts (SCOPA) will tomorrow have joint follow-up engagements with the City of Matlosana and Ditsobotla Local Municipality following their poor audit outcomes dating back to the 2024/25 financial year.
Among the challenges flagged in the municipalities are serious financial management issues, governance and service delivery challenges, including unauthorised, irregular, fruitless and wasteful expenditure, poor revenue collection and failing infrastructure. At the same time, consequences for those implicated remain limited.
The City of Matlosana received a qualified audit opinion for a second consecutive year, with unauthorised, irregular, fruitless and wasteful expenditure ballooning to over R1.3 billion in 2024/25. The Ditsobotla Local Municipality is currently under a national intervention in terms of section 139(7) of the Constitution and has received disclaimer audit opinions for three consecutive financial years, including 2024/25.
The hearings will provide the committees with an opportunity to test whether interventions and corrective measures at the two municipalities are producing the necessary improvements in financial accountability and, importantly, in service delivery to residents.
