Parliament, Tuesday, 25 August 2026 – The Portfolio Committee on Cooperative Governance and Traditional Affairs (COGTA) and the Standing Committee on Public Accounts (SCOPA) will tomorrow hold a joint meeting with the JB Marks Local Municipality on its 2024/25 audit outcomes, governance and service delivery challenges.
The municipality was among the 69 municipalities whose local government equitable share allocations were withheld last month due to non-compliance with legal prescripts.
Although the municipality received an unqualified audit opinion, the Auditor-General flagged several issues, including poor procurement and contract management and stalled investigations into unauthorised, irregular, fruitless and wasteful expenditure. Irregular expenditure stood at approximately R4 billion.
