Parliament, Monday, 1 June 2026 – The Portfolio Committee on Basic Education will tomorrow hold a follow-up engagement with the national and Western Cape Departments of Education to receive an update on the investigation into allegations of racial profiling and the criteria for learner admissions to schools, especially in the Western Cape.
The Western Cape High Court in November last year found that aspects of the Western Cape Education Department’s learner admissions system were unconstitutional and discriminatory against black, poor and marginalised learners. The court further ordered the development of a revised, rights-aligned admissions management plan to address late, extremely late and transfer applications.
The committee is expected to engage with the departments on steps taken to ensure that learner admission processes are lawful, fair, transparent and non-discriminatory and that vulnerable learners are not unfairly denied access to basic education.
The committee will also receive a briefing from the national department on its Fourth Quarterly Performance Report to assess progress in meeting its strategic objectives for the 2025/26 financial year.
