Parliament, Tuesday, 4 August 2026 – The Portfolio Committee on Employment and Labour will tomorrow, Wednesday 5 August, receive a briefing from the Department of Employment and Labour on the Employment Services Amendment Bill (ESAB) and consider a Motion of Desirability, marking the next step in Parliament’s processing of the proposed legislation.
The Bill seeks to amend the Employment Services Act, 2014, to strengthen South Africa’s employment services framework, regulate the employment of foreign nationals in a manner consistent with labour and immigration laws, expand the functions of the Employment Services Board, strengthen enforcement mechanisms, and provide a legislative framework for labour migration.
The Bill also seeks to improve protection for migrant workers while enabling government to regulate labour migration through bilateral agreements and, where necessary, sector-specific quotas.
The department is also expected to outline how the proposed legislation aligns with South Africa’s National Labour Migration Policy and the country’s commitments under regional and international labour migration frameworks, while balancing the protection of local employment opportunities with the rights of migrant workers.
The committee will also consider and adopt its third term 2026 committee programme.
