Parliament, Sunday, 6 October 2024 – The Portfolio Committee on Cooperative Governance and Traditional Affairs (Cogta) will start its oversight visit to KwaZulu-Natal on Tuesday. It will meet with the MEC for Cogta and the MEC for Finance in the province to discuss the state of municipalities and the support the provincial government is providing to struggling municipalities in KwaZulu-Natal.
Following this, the committee will meet with the executive committee of eThekwini Metro to discuss governance issues, among other things. These include the impact of the Government of National Unity (GNU) on stability in the metro, the political and administrative interface, the skills and qualifications of the administration, and the functionality of the Municipal Public Accounts Committee and ward committees. The committee will also get an update on interventions by the Presidential Working Group.
The committee will also meet with the community of Umlazi (wards 82, 83, 84, 85, 86, 94, and 95) to discuss issues with access to water.
Other issues for discussion include financial matters relating to municipal debt and revenue collection, the state and maintenance of bulk infrastructure, and non-revenue water losses. Service delivery will also be under the spotlight amid ongoing challenges with access to water and electricity and initiatives to address poverty and unemployment, among others.

• Presidential Working Group
• Disaster management
12:30 – 13:00: Engagement with Umgeni-Uthukela Water on the state of water and sanitation in municipalities the committee will visit.
Time: 14:30 – 17:00
Venue: Community centre in Umlazi. Umlazi Wards 82, 83, 84, 85, 86, 94, and 95.
Agenda: Community engagement under theme of access to water and challenges.
Time: 17:30 – 19:00
Venue: Site visit to Umlazi 2 Reservoir
On Wednesday, the committee will visit the Msunduzi Local Municipality and have site visits to the Kuzwayo and Vulindlela reservoirs. They will also meet the community of Willowton (ward 14) and Vulindlela (wards 9 and 40).
