Parliament, Friday, 13 March 2026 – The Portfolio Committee on Cooperative Governance and Traditional Affairs (COGTA) will meet this morning to receive a preliminary briefing on the Traditional and Khoisan Leaders Bill.
The Minister submitted the draft Bill in terms of Joint Rule 201 which states: “A Cabinet member or Deputy Minister who intends introducing a Bill in the Assembly or who initiates the introduction of a Bill in the Council, must as soon as possible after the Bill has been approved by Cabinet, submit to the Speaker and the Chairperson – (a) the draft of the proposed Bill as approved by Cabinet, whether or not the draft has been legally or technically formalised as a proper draft Bill; (b) a memorandum explaining the objects of the proposed legislation; and (c) the estimated date on which that Bill will be submitted to Parliament for introduction in the Assembly, or to the Council, for initiation.”
Ahead of its formal tabling, members of the committee will on Friday receive more information on the content of the draft Bill.
The Bill seeks to formally recognise the Khoi and San communities and their leadership structures, while also addressing the deficiencies of the Traditional Leadership and Governance Framework Act, No. 41 of 2003.
