Parliament, Monday, 10 August 2026 – The Portfolio Committee on Cooperative Governance and Traditional Affairs (COGTA) will discuss the process to be followed in handling the Municipal Structures Amendment Bill, also referred to as the Coalitions Bill, tomorrow.
The Bill aims to provide a clear legislative framework for the formation of coalition governments and to establish mechanisms to minimise coalition-related challenges in local government. With the proposed amendments, the Bill seeks to promote stable and accountable coalition governance, reduce political instability and support the uninterrupted delivery of services to communities.
Also on the agenda tomorrow is a discussion of Treasury’s report on its decision to withhold the local government equitable shares and the legal opinion the committee sought on this. The committee will also discuss the report of the Commission for the Promotion and Protection of the Rights of Cultural, Religious and Linguistic Communities (CRL Rights Commission) on how it will handle the reform of the Section 22 committee. It will also discuss correspondence from the eThekwini metro.
