Parliament, Tuesday, 5 May 2026 – The Portfolio Committee on Cooperative Governance and Traditional Affairs (COGTA) will continue its oversight engagement with the Nelson Mandela Bay Metropolitan Municipality tomorrow.
The follow-up meeting is part of the committee’s ongoing oversight into governance, accountability and service delivery challenges in the municipality. The meeting will focus on a range of critical issues raised during the last meeting in March with the municipality’s leadership, for which the committee requested detailed responses. The issues include delays in disciplinary processes, procurement irregularities and infrastructure challenges.
Matters to be addressed include:
- The status of the suspension of the municipal manager, including delays in instituting disciplinary proceedings and the legal basis for actions taken.
- The municipality’s response to findings on non-responsiveness to Parliament.
- Administrative processes relating to the lease of a transformer involving Coega Steel, within the confines of ongoing court proceedings.
- A comprehensive review of so-called “evergreen contracts”, where the municipality will be required to account for procurement processes, contract extensions, financial implications and any failures in planning and oversight.
- Grant expenditure and the municipality’s response to correspondence from the minister and director-general.
- Progress on the bucket eradication programme and broader service delivery interventions.
