Parliament, Monday, 24 August 2026 — The Portfolio Committee on Agriculture will tomorrow, Tuesday, 25 August 2026, elect a permanent Chairperson and receive briefings from the National Agricultural Marketing Council (NAMC) and the Perishable Products Export Control Board (PPECB) on their 2025/26 third and fourth-quarter performance and expenditure.
The election of a permanent Chairperson follows President Cyril Ramaphosa’s appointment of former committee Chairperson Ms Dina Pule as Minister of Social Development on 30 June 2026. Her appointment created a vacancy in the committee’s leadership, prompting committee members to elect Dr Nobuhle Nkabane as Acting Chairperson on 8 July 2026 in terms of Rule 159 of the National Assembly Rules. Dr Nkabane has led the committee’s oversight programme in the interim period.
Tomorrow’s election will therefore formally restore permanent leadership to the committee as it continues its oversight of the agricultural sector, including food security, agricultural transformation, market access, farmer support, biosecurity and the performance of departmental entities.
The committee will also scrutinise the 2025/26 Q3 and Q4 performance and expenditure of NAMC and PPECB, with committee members expected to assess whether the entities delivered against the targets contained in their annual performance plans and whether public resources were used effectively.
For NAMC, the committee will assess performance across its programmes aimed at strengthening agricultural markets, improving market access, supporting the viability of the agricultural sector and providing research and policy advice. NAMC’s mandate includes increasing market access, promoting efficient agricultural marketing, optimising export earnings and enhancing the viability of the agricultural sector.
For PPECB, committee members will interrogate performance against targets, including the processing of export certificates through the TITAN 2.0 platform, container loading processed through the digital platform, food safety testing and audits, support for smallholder farmers, graduate placements and the technical competency of inspectors and assessors.
The committee will also examine the entities’ financial performance and progress in implementing their audit improvement plans, including outstanding audit findings, supply chain management controls and measures to strengthen accountability and compliance.
