Parliament, Tuesday, 18 November 2025 – The Western Cape permanent delegates to the National Council of Provinces (NCOP) are visiting the Garden Route District this week, 18 to 21 November, to assess the state of service delivery as part of the NCOP’s annual flagship Provincial Week programme.

The 2025 Provincial Week – a programme during which NCOP delegates return to their provinces to assess progress on the delivery of basic services and engage communities on issues affecting their daily lives – is held under the theme: “Building Viable Municipalities for Enhanced Delivery of Basic Services to Communities”.

The programme underscores the NCOP’s commitment to strengthening oversight and accountability. In line with Section 42(4) of the Constitution, which mandates the NCOP to represent provincial interests at national level, delegates will hold engagements with the provincial executive and key stakeholders. These interactions aim to identify measures to enhance service delivery, promote accountability and ensure that provincial challenges are effectively escalated to the national sphere.

On Wednesday, the delegation will visit various infrastructure projects in Mossel Bay including the Greenhaven Flats, the Louis Fourie Road Project, the Gwaiing Road Transport, the Maalgate Bridge and the Metro Grounds housing project.

On Thursday, the delegation will visit sites in Plettenberg Bay (Qolweni Informal Settlement, Kurland Waste Water Treatment Plant) and Knysna (water and sewerage treatment site and the Hornlee Clinic).
