Parliament, Monday, 16 September 2024 – The Western Cape delegates to the National Council of Provinces (NCOP) will, from 17 to 20 September, convene oversight visits to inspect social housing infrastructure projects in the province.

The visits are part of the NCOP’s annual Provincial Week programme, wherein Permanent Delegates to the Council conduct site visits and engage with key service delivery points. The theme for this year's programme is "Confronting the Challenges Facing the Timely Delivery of Viable Public Infrastructure to Communities".

The NCOP Provincial Week programme is a high-impact oversight-driven initiative. It aims to assess progress and plans to address challenges surrounding incomplete community assets, specifically community-based infrastructure projects in all provinces. The programme aligns with Section 42(4) of the Constitution, which mandates the NCOP to represent provincial interests and provide a national platform for discussing provincial issues.

The Western Cape Delegates and their counterparts from the Provincial Parliament will conduct oversight visits to various social housing and other delayed or abandoned public infrastructure projects. These oversight sessions will involve officials and managers from affected local provincial and national government departments.

The Delegates will begin with briefing sessions on unlawful occupation of land on Tuesday morning, and on the release of land in response to the funding shortages for social housing on Wednesday.

DETAILS OF THE BRIEFING SESSION:

Date: Tuesday and Wednesday, 17 and 18 September 2024
Time: 9:00 – 12:00 on both days
Venue: 6th floor of the Legislature Building, Western Cape Provincial Parliament Chamber, Cape Town

After the briefing on Day 1, the delegation will visit the Du Noon area with departmental and municipal officials, and proceed to the second visit to Baden Powell Drive.

On Wednesday after lunch, the delegation will proceed with site visits to the social housing projects in Pinelands, Maitland Mews, and the Goodwood Station Social Housing Project respectively.

On Thursday, the 9am briefing will be held at the Provincial Disaster Management Center in Ravensmead, and will precede a Debriefing meeting which will be held after lunch at the Western Cape Provincial Legislature Committee room 2.

The programme will conclude on Friday with a virtual Report Back session from Delegation leaders in all nine provinces. The session will begin at 8.30am, and will be chaired by the NCOP Chairperson, Ms Refiloe Mtshweni-Tsipane.
