Parliament, Monday, 9 October 2023 – Social Services Cluster 2C Ministers will appear before the National Council of Provinces (NCOP) hybrid plenary session at 2 pm tomorrow to answer Questions for Oral Reply. The Cluster’s Cabinet Ministers from the national departments of Human Settlements, Sports, Arts, and Culture will provide oral replies to questions by permanent delegates to the NCOP.

Parliament uses a range of methods to hold the executive accountable as provided for in section 92(2) of the Constitution, which expressly stipulates that Cabinet Members are accountable collectively and individually to Parliament for the exercise of their powers and performances of their functions.

Meanwhile, the NA will tomorrow kick off its week-long parliamentary programme to deal with the Budget Review and Recommendation Reports (BRRR). The BRRR period provides an opportunity for an in-depth assessment of the national government departments’ service delivery performances which may include recommendations on the forward use of resources. It is one of the most essential elements in the parliamentary programme as it empowers parliamentary committees to incorporate and consolidate budgetary oversight with other related oversight work for implementation of the service delivery issues by various committees.
