Parliament, Monday, 17 August 2026 – The Northern Cape Permanent Delegates to the National Council of Provinces (NCOP) will engage with the provincial executive, conduct oversight visits to strategic infrastructure projects and interact directly with communities as part of the Provincial Week oversight programme.
The programme, to be held from 18 to 21 August 2026, forms part of the NCOP’s annual oversight initiative conducted under the themes: “Confronting the Challenges Facing the Timely Delivery of Viable Public Infrastructure to Communities” and “Building Viable Municipalities for Enhanced Delivery of Basic Services to Communities”.
Provincial Week will begin tomorrow, 18 August 2026, at the Northern Cape Provincial Legislature in Kimberley, where the delegation will receive a comprehensive briefing from Northern Cape Premier Dr Zamani Saul’s representative on measures being implemented to strengthen service delivery across the province, including progress made in implementing recommendations arising from the 2024 NCOP Provincial Week.
The engagement will also feature, amongst other things, presentations by the MEC for Roads and Public Works on interventions to address incomplete, delayed and abandoned public infrastructure projects; and MEC for Cooperative Governance, Human Settlements and Traditional Affairs, Mr Bentley Vass, who will outline initiatives aimed at improving the performance of municipalities and enhancing the delivery of basic services. The MEC for Health, Ms Nontembeko Vilakazi; the MEC for Education, Mr Abraham Vosloo and representatives from the Office of the Auditor-General and the South African Local Government Association (SALGA) will also participate in the engagement.
Following the engagements, the delegation will undertake oversight visits to several strategic projects in and around Kimberley, starting with a briefing on the Schmidtsdrif land restitution beneficiation project before inspecting the Sol Plaatje Bulk Water Project and the Hull Street Housing Project, where progress in infrastructure implementation and human settlements delivery will be assessed.
On Wednesday, 19 August 2026, the delegation will travel to Douglas, where it will meet the Siyancuma Local Municipality to assess the municipality’s economic development initiatives and service delivery performance. Delegates will thereafter conduct oversight visits to the Douglas Human Settlements Project and the Sewer and Water Pump Station to evaluate progress in the provision of housing and critical water and sanitation infrastructure.
The day’s programme will conclude with a public stakeholder engagement in Douglas, providing residents, community leaders, councillors and stakeholders with an opportunity to engage directly with MPs on challenges affecting the delivery of basic services and to propose practical solutions to improve service delivery within their communities.
The oversight programme will continue on Thursday, 20 August 2026, with a visit to Prieska, where the delegation will meet the Siyathemba Local Municipality before inspecting two major economic development projects: the Prieska Copper Zinc Mine (PCZM) Recommissioning Project and the Prieska Power Reserve (PPR) Footprint. These visits are intended to assess the contribution of strategic investment projects to local economic growth, employment creation and sustainable municipal development.
Provincial Week will conclude on Friday, 21 August 2026, with an NCOP virtual report-back session during which the provincial delegations will present their findings and recommendations on the state of municipalities and service delivery in the provinces.
